Ashokan Watershed Stream Management Program Implementation Fund
FY2009 Matching Grant Program
Purpose of the FY 2009 Matching Grant Program: The purpose of the Matching Grant Program is to increase the overall funding for projects that meet stream management program goals by partnering with organizations and towns in the Watershed to seek external funds. The Matching Grant Program can provide up to 25% of the total budget of a project as match (to a maximum of $100,000). The funds are neither federal nor state in origin, and therefore useful as match for many state and federal grant programs.
Funding Available FY2009: $500,000
Application Deadline: Rolling application. Funds are available until the allotment for the year has been fully obligated. If you plan to apply for the Matching Funds Grant, you must allow at least 2 weeks for the AWSMP staff to review the application. Therefore, the earlier in the proposal process you work with the AWSMP staff the better. Applying for Matching Grant Funds is no guarantee of support, as all requests must score above a threshold to be eligible for funding. If the primary grant is not funded, the AWSMP retains the match funds and make them available to other applicants.
Maximum Grant Request: 25% of total grant or $100,000, whichever is less.
Eligible Applicants: Local, county, state, or federal government agencies, 501(c)(3) organizations, secondary school districts, colleges or universities. Projects that are specific to a single location in the watershed can only be funded in towns that have adopted stream management plans. For a list of eligible towns, contact Elizabeth Higgins at (845) 688-3047.
Eligible Use of Funds: The applicant must show that the primary grant will implement a recommendation in the 2009-2011 Action Plan.
Evaulation Criteria: Evaluation criteria for the Matching Grant Program are available here (in *.pdf). These are the criteria by which reviewers would score matching funds requests.
Application Instructions: The application must include:
1 hard copy and 1 electronic copy shall be sent to: Ashokan Watershed Stream Management Program, CCE Ulster County, 10 Westbrook Ln., Kingston, NY 12401
Reporting Requirements: In most cases, funding allocation and reporting requirements will follow the primary grant. The grantee will provide CCE Ulster County with:
If the primary grant does not require documentation of expenditure of the match funds, then the grantee will receive the match funds on a reimbursement basis and submit receipts and invoices to CCE Ulster quarterly.
CCE Ulster County reserves the right to require additional documentation in the event that they determine that the documentation required by the primary grantor will not be adequate for their reporting requirements.
