Policies for Implementation Funds, Draft: 7/13/2009

All requests for proposals in Year 1 must respond to either Recommendations or Action Items in the 2009-2011 Action Plan for the Ashokan Watershed Stream Management Program.

Purpose of Funds

To provide the needed match for a grant that will help to implement a Stream Management Plan recommendation or action item

To provide a grant to towns or the County to implement a Stream Management Plan recommendation or action item

To provide matching funds to landowners for property improvements that will solve hydraulic constrictions.  Examples include replacing improperly sized culverts and undersized bridges.

To fund a practice on private land that (a) would increase the effectiveness or sustainablility of a Streamside Assistance Program project, but is not eligible for funding under the SAP program, (b) would demonstrate a best management practice that is not widely adopted, but is expected to be an improvement over traditional practices, (c) would provide public benefits that exceed the private benefit to the landowner.

To provide a small grant to to implement a Stream Management Plan recommendation or action item

To support watershed neighborhood/streamside landowner associations for watershed-focused activities.

To support education/outreach activities in the watershed.

For CCE or grantee to purchase, in bulk, some item for distribution for free or for a reduced cost to landowners in the watershed to support a Stream Management Plan recommendation (i.e. rainbarrels, native plants)

For research, monitoring, or assessment work that supports Action Items in the 2-year action plan.

Each year the project will list high priorities for research funding, but anything included in the Action Plan would be eligible for funding.

Eligibility

Municipalities in the Watershed or 501(c)(3) non-profits serving the watershed

Municipalities in the watershed for projects that are located in towns that have adopted at least one Stream Management Plan

Landowners in the watershed whose property is in towns that have adopted at least one Stream Management Plan

Municipalities, Schools, 501(c)(3)- eligible non-profits and neighborhood groups.

No restriction.  Must be capable of doing the work and have the fiscal capacity to administer the funds.

$100,000 or 25% of total cost (whichever is less)
